POLAND: PM takes over housing policy

During the recent cabinet reshuffle, Minister of Infrastructure Andrzej Adamczyk lost his competencies regarding housing. The flagship social housing programme Mieszkanie + (House +) is now key, especially due to significant delays in its fulfilment. The programme assumes that affordable housing will be built on land owned by public entities, such as the Polish Post or the railway operator PKP S.A. PM Morawiecki has confirmed that he will be personally overseeing the government’s efforts in regards to this programme.

The ruling party, despite criticism and doubts, has successfully introduced the Family 500+ social policy, and offered to introduce a new housing policy in order to appeal to young families. Mieszkanie+ is already in operation, however, Minister Adamczyk did not manage to achieve the desired results. In April 2018, first beneficiaries are supposed to move into their new homes, but only 2000 flats are currently in construction. PM Morawiecki will certainly try to save this programme and likely personally reap its benefits ahead of the election season.
