In Vilnius, Lithuania, we operate via Integrity, whose current clients include Swedbank, ICA and its Rimi food market chain, Microsoft, Bite (mobile telecommunications), Auga Group (eco-agriculture), NFQ Technologies, and C-gates. Integrity’s CEO is Daiva Lialytė and the company’s Board Chairman is Arunas Pemkus.
Arunas graduated with a BA in Political Science and Russian Language from Northwestern University (Chicago) in 1982, and with a MS in Accounting from Georgetown University (Washington DC). In 1989, he became a political appointee under President George Bush Sr. and worked in the White House as well as the US Department of State in the Bureaus of Human Rights as well as Diplomatic Security. He moved to Lithuania in 1993 as Country Manager for KPMG’s privatization consulting company, and during 1994-1998 managed a pharmaceutical wholesale and distribution company in the Baltics. In 1997-1998, he was the senior debate manager in the election campaign of President Valdas Adamkus and organized his inauguration ceremonies.

In Latvia, our partner is Vilands Associates, a full service government relations and public affairs firm, experienced in traditionally heavily regulated sectors, as well as emerging tech-based industries. VA was founded in 2013 by Ralfs Vīlands, who previously established the Latvian business daily, Dienas Bizness, and in 1996 established the Latvian Hill and Knowlton office. Ralfs was the co-founder of the Latvian PR Companies Association and the first Chairman of the Board. He has consulted clients and accounts such as BP Amoco, Latvia’s EU accession, airBaltic, Swedbank, IKI/Palink, Kuwait Energy, and Food Union. His specialisation is corporate reputation, brand building, crisis communication, and public affairs.
In Estonia, CEC is teamed with Meta Advisory Group, a leading consultancy with significant sectoral experience in such areas as banking and financial services, ICT, defence and logistics, food and drinks, healthcare and pharmaceuticals, and large infrastructure.
In Estonia, Meta is headed by managing partner Andreas Kaju, who co-founded the company with Ott Lumi in 2009. He works on the business’s key government affairs accounts in banking, ICT, food and other sectors. After starting out his career working for the business lobby at the Estonian Chamber of Commerce and Industry, Andreas gathered a broad spectre of experience from politics, serving as an adviser to the prime minister, minister of defence, head of staff in the parliament to the conservative party, as well as a political secretary to the party. Andreas’ academic interests are in philosophy and international affairs and he is the co-founder of the most popular political blog in Estonia, PoliitikaGuru and he appears regularly as a political commentator in Estonian media.
